DES MOINES — Iowa has become the first state to pass legislation that criminalizes the act of surreptitiously getting into a farming operation to videotape animal abuse, setting a precedent for others considering similar measures.
Gov. Terry Branstad signed the legislation into law on March 2. He signed themeasure in a private ceremony and issued no statement about his decision.
The legislation had passed the Iowa Senate and House on Feb. 28 and sent to the governor, who had three days to decide whether to sign it.
