SACRAMENTO, Calif. — California continues to struggle with its severe drought, which is now in its fourth year. Livingston, home to Foster Farms, ranked last in meeting mandated water conservation goals. Foster Farms, the largest poultry producer west of the Rocky Mountains, was the city’s biggest water user.
