WASHINGTON — Attorneys for the American Farm Bureau Federation delivered legal arguments Oct. 4 explaining why the Environmental Protection Agency violated the Clean Water Act when it issued its "Total Maximum Daily Load" regulation for the entire Chesapeake Bay watershed.
